I made a new character Aserai so I can start having caravans with only them costing 10k to make but they are still 15k.

I have noticed, that bonuses from cultures aren't working. For example I play as an Aserai but creating a caravan still costs me 15 000 instead of 10 500 (my bonus should make it 30% cheaper).

I selected Aserai with the understanding that it should decrease the cost of building a caravan but the cost still amounts to 15000. Is there a way to fix this or am I doing something wrong?
