I can't answer for the competitive scene in China, but at peak times for public servers: even Australia (with New Zealand, which combined has a total population of ~30,000,000) often has more people playing than China (which has 1,400,000,000 people + Other East Asian countries which don't have their own servers).
Of course I'm not saying that China shouldn't have servers or anything, but AU/NZ has ~1/50th(Yes, barely 2%) of the population(not including everywhere else nearby China too), and in total net terms(not even in per-capita) seems to be just as popular (or
almost, anyway). We still pull hundreds of people for events. I don't have the exact numbers of any other regions, but Australia isn't so small as many probably think. It is smaller, but not so much as to be ignored.
