    Hi there, I have the same problem, I have veron castle. And all four requirements are checked off in the “create an imperial faction quest”, yet when I try to complete the quest by talking to Istiana the option to complete it is greyed out and says it’s because I should be ruling a kingdom of imperial culture
    Any help with this would be much appreciated
