Its because they have nothing original- they need to copy other's innovations to survive. Be it US, Turkey, South Korea etc.
Individualism and intellectual property are modern inventions. In the past when the original of something was the only one that existed, you'd show appreciation and reverence for something by copying it and spreading it around. Most premodern artists encouraged this.
The difference with China is that they didn't introduce copyright laws during their printing press revolution, because they'd invented the printing press centuries before anywhere else, and the culture of copying was already entrenched in society by the 1600s when everyone else was legislating.
Warband's crazy popular in China, and software companies see such copies as "paying homage" to the series. Not "wrong" per se, just out of tune with most world's views on intellectual property.
Anyway, half the stuff we take for granted today is based on stuff copied directly and deliberately from China. I wouldn't be able to write on paper about tea and gunpowder otherwise.
