Basically, I agree with you. Two of my top three match yours.
The Ullar are easy to train, pack a heavy punch and are very well equipped. With high hit points and decent melee skills, they can even deal with a few enemies who reach the their line.
The Freelancers are cheap to train and maintain, and can be recruited in large numbers quickly. They do not have the Ullar power and accuracy, but have shields, and make great garrisons.
The Drakken are not as cheap to train and maintain, but their armor is heavier than most archers', and their bows pack a punch. They do very well on the open field, at long range.
The Tolranians are another step down in power, but have the cost and upkeep to match. They are good for garrisons.
The rest of the foot archers have problems. They are either very hard to train or too expensive (elves) or lack armor coverage (giants, Cretas, etc.) or they lack range and ammo (assassins, hurlers)
Crossbowmen are great on the offense, the Zahn are surprisingly deadly, something I cannot explain by stats alone, and the Kara-Mergen line is amazing if you do not mind the high cost.
I feel I have to say a few things about the Kara-Mergen line. They have the elves' high upgrade and upkeep. They are easier to train, though, because their levels are lower, and their horses add speed and survivability. They are not great in melee, but with good micro management you can keep them safe, so you see a lot more Kara-Mergen than Crimson Rangers. Dismounted, with their horses providing a bulwark, they are a lot harder to charge than other archers, ad their punch is second to none, including the overrated Crimson Rangers. And frankly between "Black God of Archery" and "Red Power Ranger", there is no contest.
