I've seen several lords who, after being captured are mentioned to be in some castle or town, but don't spawn a party. Mesui, Unquid, Tais, Caldog. If the lord is said to be at a castle, I can talk to him from the castle menu, but if he's supposed to be at a town he's not in the lords hall...
