You want a cool armor for cheap? It had a worn version costing cheap and masterwork version costing really expensive, so you are able to both gear up in early game and spend your millions late game

Make them run away to a hideout %80 of the time (within a radius of the village) if the player group is big enough
You can either question villagers to learn their location or search them...
Well if that is the case it sucks really hard and we would have to adapt somehow to it, perhaps ignoring caravans like the plague (aswell as bandit hideouts since Warband). I can only hope IF this is the case indeed and they stay that way, sometime in the near future when mods start appearing one of them adresses this issue.
Bandit hideouts are easy, camp outside of it 3 4 days and most of them should leave the hideout, if they have one party inside it probably goes to duel cutscene instantly
Their military strenth is realistic in my opinion.
They can be nerfed politically by not giving them some policies like Magistrates, Senate (suggest more below)
Also nerfing bow and arrow slightly could help balancing khuzait
I know they dont want to change cultures of villages completely that's already been discussed.
But
A policy that decreases town loyalty 0.4 per day to bring some of your own people to the newly conquered lands would be nice
