that is a horrible idea. I've played oblivion for quite a while, and i can tell you that almost (if not all) the entire community hated the leveled enemy/monster/rewards/treasure system.

Actualy, A few things I'd like to see are

1) An ability to build your own trade empire without actually hauling the stuff yourself. Instead, you would hire your own caravans and guards to do this.
2) Better seiges Like being able to place the ladders, or having better fighting on the interior of the city.
3) Definatly agree with the tavern thing
4) SOme sort of religion system. I know this is a touchy subject, but it would be pretty cool

6) ability to get married. Strange, but I'd like to see that added in for some reason.
And finally, the thing I'd love most to be added to the single player aspect:
