I was taught in school that every soldier in medieval times had to buy his equipment on his own. Only the wealthier people could afford both good armour and a horse.
Also a horse must be trained to fight in a battle, because untrained horse wouldn't charge at the enemy.
It was very expensive, so poorer people couldn't fight mounted, not even recalling peasant...
