Having a low ping does not make you invincible. Having a low ping, good reflexes for blocking, and a knowledge of when you can block and when you don't need to, however, does (or... not so much; the best 2-hander in the world is still vulnerable to a bolt in the gut).
All games, when they're first released, get a population boom. This is natural, since the game has gone from selling 0 copies to selling more than 0 copies. Once the population has peaked, it then declines gradually as people move on to other games. If you're talking about the forum population, the attitude generally displayed here has likely done as much or more to drive people away as fastest combat speed. Remember: correlation does not imply causation. Our server has been running fastest since the beginning, while the game was still growing, so even the correlation link is rather weak. Other servers have been running medium over the same length of time. Fastest didn't drive me away--far from it; it's part of what brought me into the game.

How do you propose we make people new to the game stick around? Allowing a person with an 18 ping be able to mindlessly spam 2h sword left/right swings while aiming down at a targets feet to rack up 22-1 in 4 rounds will drive people away. Correlation does not imply causation. Rare instances of the phenomenon you describe have occurred, but they're far less common than you indicate. I would again pose that a generally unhelpful, "in-your-face" superior attitude, when combined with a very steep learning curve for the game and the summer time period, have more to do with the gradual decline in population than fastest combat speed. Besides, I see 22-1 scores far more regularly on the medium servers I've visited than on the POM servers I frequent.
If the decrease in player population is indeed correlated with fastest combat speed, wouldn't it be just as valid for me to say that because there are fewer newbies, we feel less need to cater to them?

POM and ATS are the largest US clans with stable servers and ventrillo servers, your clan members are the 'seeds' which populate your servers and then get others to join. Being the two 'big' clans both SHOULD setting the example of balanced combat speed but for whatever reason they have decided to use broken game settings, so those settings need to be taken away.
Why are POM and ATS the largest US clans with stable servers and Ventrilo servers? Might it be because people play on their servers a lot? And why would people play on their servers a lot of they hated the settings, instead of starting a server or moving to one of the many, many existing medium-speed US servers (located all over the US) and bringing everyone who hated the settings as much with them? It would not be that hard to do. In fact, there are many large clans that run medium-speed servers as well--DoF and GK come to mind immediately.
I know this argument will not convince you, or probably anyone else. However, I'm trying to say "be reasonable". That's all I'm asking for. If you wish to do a statistical study of the declining server population and its correlation/causation with fastest combat speed on the two populated US battle servers that run it, by all means do so. However, if you do, please use valid statistics reasoning to do so. There is no need to spend development time removing a feature when fixing said feature would be nearly as simple.
