I have both a city and a castle (i am a vassal) and I want to fill them up with garrisons that will protect them. How do I do that?

I read that you use ctrl + space to speed world map movement but all it does for me is speed up while stationary. If I try to use ctrl while moving it wont work, and ctrl + space forces me to wait stationary. Anyone knows whats up?
