You apparently missed the part where people turned that off (myself included) and it still didn't fix the problem.

I just tried it and no you can't sadly. You can play with the mouse and keyboard but you can't access console commands or cheats sadly.

This is what I see every time I go to the World Map but please tell me again how it happens on every game.

I am having the same issue. I even lowered my PS4 display all the way down and it still is working. I even went so far as to try and turn off the scan on my tv and guess what? It's still not working. There comes a point when you have to realize that it's not the PS4 or the TV it's the game. How hard is it to patch in an option to change the aspect ratio? I get that y'all are an indie developer but this is ridiculous. There is known option and your only answer is "it's happening on all games not just ours, you must just be blind." Is kind of bogus.
