With the Old Patch you had to care more, because it wasn't that easy to get close if somone Attacks you.
It's new player friendly because it introduces a reason to try to block alot earlier in the skill progression than previously with the broken spam/feints. Now investing time into getting the basics of blocking right pays off alot quicker meaning that they will start progressing alot quicker.
The block delay is a bug, and there is a serverside hotfix for that.

Less skill needed to stay alive invariably means that it takes more skill to kill someone kill someone in a short timespan. Furthermore it's quite easy to block constantly, you can train some quite bad people to do it in a clinical setting, it's when you have to attack at the same time it gets tricky and by making it easier relatively speaking to attacking it makes the game more skill based because you need to have skill when it comes to offense as well as defence to do well.

This hasn't changed really, sure the upfeint is slightly nerfed but in a 2v1 feinting or spamming isn't that prevalent.

It was a lot more Positon based before, now you get more benefits for running trough the whole Battleground and try to gangbang a deflectet guy.
The spins and running away from melee and doing a 180 has been there since I started playing MM, and was as prevalent in 1.005 as well, so this can in no way, form or shape be attributed to the patch.
There's nothing wrong with feints, the problem was that the feints are an easy, and fairly risk free way of attacking, coupled with the buggy and poor overhead of pre 1.006 it gave way too much return for the risk and the skill level of it, now the risk and return levels have been brought into line with other stuff, it's less efficient to do because it's less risky and takes less skill, and other riskier things enjoy their higher payoff but with higher risk such as chambers and implied chambers.
