A large settlement with bad management could look run-down, where as a settlement that has been managed good could look well-put together. Villages and castles vice-versa.

I thought that a bundle of javelins had just three javelins in it. While I have not participated in the beta, I have watched quite a few Captains mode matches. Are you saying that there is heavy infantry with more that three javelins? (skirmishers get two bundles of three)
Yes, I see some units pelt the enemy with a volley of javelins with more to spare afterwards. I would think infantry would be more focused on the melee aspect and leave the throwing weapons to the skirmishers.
