Just improve a little more your relation with her brother and he will accept.
There is also option to say her "Perhaps I can change your brothers mind." , something like that.

Capital
So, I read somewhere in game (I think it was "notes" option) that I can change Capital town to some other and that I can do it by speaking with minister. I spoken with my minister but I didn't saw any option for moving capital to another town. So how to change my capital? (sorry for my grammar)- Miraca
