I've been playing as a king for a while now and all but one of my castles are run by my vassals and so far only one castle has any kind of a garrison.......of seven people. Is this a bug or are they really that slow with defending their damn castles?

I just started up the retail version of the game and to my surprise my beta save was still available and it actually works. Should I just use this save or should I start a new game to avoid missing things or causing problems with the game?
