Horse Archery is a very effective tactic albiet a bit over rated by arm chair tacticians. As to why not all armies did not have them...well with the exception of western europe almost everyone else did. From Vienna to Kyoto some sort of horse archer existed. Magyars, Romanians, Russians, Turks, Saracens, the whole mish mash of Turco-Mongolic people, Chinese, Japanese, they all had horse archers. They had them in western europe but the emphasis was different. Horse archers have their own weaknesses too. Their advantage was more macro than micro as they could attack an enemy quickly. On the micro side of things, take 100 foot archers vs 100 horse archers and as long as the horsemen can not rush in at the foot archers, the ground bound shooters will win. You can be more accurate and carry a stronger bow when on foot. Horse archery does not rely on accuracy shooting but targeting the "clumps" of soldiers. Even in M&B its better to shoot at a ground rather than an individual.
If you're having trouble with horse archers, don't fight them on their terrain. A little patch of trees can do wonders. I remember one battle I had in my early game where I had no option but to fight a battle against khergits. My army was mostly made up of rhodok spearmen, crossbows and some companions and cavalry. So I rushed everyone to this patch of forest, dismount everyone and had them grouped up amongst these trees. I could shoot out at the khergits, they couldn't really shoot in. Eventually some of them charged in and got caught on the spearwall and horses that my soldiers dismounted off of and we clobbered them.
Chasing horse archers with slower cavalry and infantry is pointless. How can you balance that? Get yourself some rhodok sharpshooter and vaegir marksmen, some rhodok infantry with large shields infront of them and just wait. Eventually they'll shoot the horses out and a horse archer without a horse is a nice target to bonk on the head with a mace.
