Because you're in the minority in not finding Oblivion fun?
Big problem I think is that reviewers are seeing the game as an RPG and coming in with some preconceptions regarding that genre rather than looking at what they're actually playing. If you're looking at the game with the criteria you'd use for a traditional D&D RPG then you're going to feel it's shallow and incomplete in the exact same way you would rating Doom by the same criteria.
