Over All gameplay wise I think every faction has I other faction they are not directly involved with, 1 they are always mad at, and finally 2 they just don't like. As one example Veagris is mad at the nords(for me anyway always starts with being at war with each other), They don't like the Khergit or Swadia. and are just not involved with the Rhodouks. For warband this would also include the Sarandians.

exactly how i understood it. I Believe you understand the history the best in my opinion.
To confirm some facts in your post: all of the Khergit territories were originally loosely populated by Veagris, according to the game. And all Veagris territories originally belonged to the Old empire.
The Khergits however from understanding came in years
after the Old-Calradian-Veagris war and took everything over. I guess they took advantage of the situation the Veagris were left in after the war.
From here on out is my assumptions of what happened based on the above facts:
Going to back step a bit. I think during the Old-Calradian-Veagris war when the nords were granted land this was in exchange to fight the Veagris with the empire as an ally. This significantly pushed back the Veagris however soon after the Old-Calradian empire, suffering internally, ended the war with the Veagris and signed a peace, leaving the Nords to essentially fight for themselves. The nords as a result don't particularly like the Old-Calradians (Swadians) for ditching them but they're not exactly enemies.
The Nords and Veagris eventually make peace too.
By this point The Empire is only a skeleton of what it once was.
After this the Khergits moved in and took advantage of the Veagris' exhausted situation and take over their settlements in the steppes.
Soon after they began raiding the Old-Calradian empire and went into full warfare with the desert dudes, both of which actions failed miserably.
The Old-Calradian empire then went into civil war as a result of high taxes, constant campaigning, ethnic tensions, and mistreatment of peasantry by their lords.
As a result of this the Swadian and Rhodok kingdoms were formed, both wanting an end to the other.
From here you now have a concoction of unstable ingredients in the cauldron that is Calradia
