if the strength of a character would NOT be the right thing to deal with heavy armour, the alternative could be a skill like weapon or armour proficiency. but to be honest that sounds like a hell of work to be implemented
but now to something totally different: the bill is not hold properly by my militia guisarmers, it seems to hover just some 20cm away from their hands...
i think the damage can be discussed, but existence of the cleavers can not be doubted - one look in our often consulted maciejowski bible will help

edit: about the damage done - it is a historical staircase wit that the sword (the most important attribute of knighthood) became more and more ineffective over the years as armour quality improved. still a nice tool to cut down unarmoured peasants, the sword became unsuitable for a real battle, while lots of weapons from rural ancestry did the work far better and where much cheaper to acquire.
just got that nicely contract from the guildmaster in Lübeck, wiping out the night owls...but the city is crowded the whole night through, not one bandit has been seen...?!
hmm, the direction (outremer to england) is indeed kind of non-historical, but the distance is not.
beginning in the late 12th century there could be found regions in europe which specialized in the production of cattle, mostly bullocks. these where send over all europe - at least it is proofed they where sent to spain and sicily. these kind of eu-like agraric production was centered in denmark and parts of todays friesland and lower saxonia - the same areas where breeding cattle still today means an important commercial sector.
