No, you can't. You have to first know which regions of the brain will be more active as a result of pain stimulii. To know that you need to have a creature of the same species whom you know feels pain, and inflict pain upon that creature while scanning its brain to see which regions will be activated. Barring that, you may be able to reason by analogy and say a creature probably feels pain; say if you know which areas of the human brain will be activated by pain, and similar areas are always activated in a chimpanzee's brain when you apply red-hot iron to its balls, then it is probable that it is feeling pain. However, if you doubt that your fellow human beings can feel pain, you will never be able to tell for sure, unless you take their word for it.
Also, what the **** do you mean by "brain-scanner"? I'm guessing MRI.
EDIT: yay, I'm 100% certain animals feel pain. They almost certainly do not have the same degree of understanding of pain as we do, and they may not respond in quite as drastic a manner, but they must feel it. It's a stupid debate. But, we will never be able to be certain of anything in life if we doubt everything; for all I know I may be dreaming right now, and you may not exist. Or maybe God is playing a video game.
