On the website, it states that the updates should be added every few weeks. I'm not trying to start a fight, but I was wondering wheter it was because of a delay (potential major issue to deal with, or vacation) or if the scope of update releases was changed? Thanks.

I've seen it is possible to have a nice horse and cripple it so it loses speed. I was wondering, if you keep a horse over time, couldn't it gain experience and therefore "level up" by recovering its original speed?
