What kind of priority do you put on these two skills, Shield and Athletics? At first they seemed like no-brainers, put at least 5 in each, but I'm wondering if I'm wasting a lot of skill points on these.  How effective are they really?

After the newest patch, my target reticle changed colors and I'm finding it difficult to see - is there any way to revert it to white instead of the gold/yellowish color it is now?  I can't find any option for it under the options menu.  Thanks in advance.
