You can get refunds on steam but only if the product doesnt work when it's supposed to.
IE, your specs meeting the requirements on the store page, but the game not working.
submit a support ticket,
you wont be refunded but you'll be reimbursed. you'll likley have money added to your Steam account wallet so you can buy something else.
if you arent willing to go the extra mile then it's your own fault and stop whining.
Just for the record, in the UK at least, this is correct. The UK Trading office has ruled that if a game, (not saying who's game), is considered too buggy to be played as sold, then a refund must be given. This is so even if a key has been issued, and was needed to verify that the game was too bugged to complete as advertised.
If the game is played beyond the period that could be accepted as needed for verifying it's bugginess, then only compensation less than the value of the game can be claimed. Not too sure how that could be proven

If you think I am wrong, then do a google and you will find it all over the place, a very recent very expensive game was a case in question.

As an aside, it does mean you may have to work for your refund, and in the case of F&S, would it be worth it for £10 ? £50 then yes.
