So did most of the allied nations and furthermore it is something that still occurs today.
I do not however see that as a valid excuse for targeting civilians.

If a nation chooses to commit war crimes or genocide in order to in turn fight another nation who has done the same, then they begin to lose any moral advantage they at first held.
