All good and fair question. I shall attempt to answer them and I hope you will excuse my redressing your words as to create a numbered list. For the sake of easy address.

The current provider of market forces and a nominal center of commerce is currently the Nueluzon system in the form of the Human Domain. They hold and maintain a garrison of some 8 maniples (128,000 soldiers) and 14 star ships.
Now I do not profess to that PACT needs to emulate them and I believe I scaled the requirements of military commitment down to proper size. a third of the ground forces and less than a quarter of the Star ships required. On the other side, the Starbase will of course have its own defensive array in the form of Drone Swarms, Force Fields, armor and other weaponry.
These are to act as deterrents and are definitively not the focus of the Project however. A natural balance of forces deployed by the participants also known as Members of Pact will act as a much stronger bond than military might could create, alone.

To answer the first question would be challenging but far less than one might expect. Great strides have been made in the fields of automation and whatever population is present will be of the mercantile persuasion before any true ''local'' citizens. That does not take away from the fact that generations will be born on the PACT Starbase and will call it home.
With the gesture already from InTran it would perhaps also feel moved to allow a single Colony Ship through into the Pel Aurora system with as aim to populate the PACT Starbase?
The PACT Starbase would offer habitation, work space and commercial / industrial zoning to companies which will want to house their workforce on the Starbase. This will be a catalyst for demographic expansion. Additionally could all PACT members choose or not, to send populations to the Starbase to develop their own companies and revenue streams.
I myself will be highly motivated to send some 10 to 30 thousand citizens of the Epsilon Izari system to the Starbase for the simple reason that it would be profitable to do so.

Water and Nutrients. Fortunate we live in a time and age where both are no longer spoken of in terms of how much capacity is there but rather how much capacity is desired.
Water is a known, infinite resource. Any of the Ocean world of the Pel Aurora sector could supply whatever water needs are present and on site facilities could recycle infinitely neutralizing demand.
Nutrients is much the same with a few differences. It is true that there are no carbon based resources near or on the Starbase that could be transformed into Nutrients. However, nutrients are mass produced by each of the 4 Mega Conglomerates at virtually no cost. They could all gain from simple trade.
A self-sufficient Starbase like PACT will pay for these foodstuffs via a marginal tax of 5% of all trade revenues. Whatever of this profit is left shall be allocated to the E.D.F. This is one of the Ordinances that I had envisioned but haven't had the time to write down yet.

Colonies that struggle stand to benefit a great deal from the PACT Starbase and associated trade bonus's and passive increase in Sector wide prosperity. Additionally they will be likely investment points for future E.D.F. Proposals. A hefty investment of some ~1500 to 2300 Funds would means a significant chance to see such struggling colonies vastly improved.

- A neutral zone to conduct business
- A platform to voice your opinions and support proposals that will affect the entire sector or to oppose them

This is by no means exhausted but these are some compelling arguments already I believe. Furthermore would it create more job opportunities for Warlords. From cargo runs, protection runs, escorts, pirate hunting.. which may be attracted to all this trade and more I'm sure.
I hope this alleviates some if not all of the concerns raised. It's good that people raise concern for it sharpens the mind to find proper solutions. Joy it brings particularly when those solutions are ingrained in the original plan already. Should any more questions or concerns be raised I'd be more than happy to answer them.
