First draft of the First County Report is done.

That means Britain is the guinea pig. Talked a bit with Eternal today and I'm awaiting his input and response to the Report I wrote. We've also agreed he will write a report and we will compare the two and get to a preferred layout / mode of approach as to report writing.

I still suspect I will be too long winded and etc etc. 

Can't help but feel that the lavish sause is being applied a bit too generously. I'll try my best but don't expect the moon and the stars. I'm just a simple Co-host.

Personally I've got a hard time getting the stuff just right for the reports. Have dome some research but I am somewhat aprehensive about making historical errors. So, should you discover any, don't hound me. I'll have a perfectly viable and heavy handed reason for it being so (read: insecurity).

Nahh but in all fairness, I have never hosted a historical BoP and while I do research the time and countries I am in no way intimately familiar with the time the BoP is set in. Any help with resources or reference points is welcome. Note! I will be liberal with my writings and interpretations.

With that said, I am looking forwards to giving all of you something fun to read and work with. My first priority is fun, then realism and then historical accuracy.

It is with much pride that we officially announce the first Extra-Orbital-Starbase in Pel's Aurora. Where we aim to increase the wealth of all that wish to participate in this manifestation of prosperity. As such we openly invite all to make use of this commercial starbase. It is close to the economically significant regional homeworld of the Human Domain, the Frontiersman committee and Pel's Aurora Workshop. Not to mention its pretty close to the HQ of Innovaganix.

All fees are nominal and services at the lowest rates feasible. We, the Administration, desire only to gain the maintenance and operational costs in revenues. This means that we have put maximum effort towards increasing your wealth.

Taking the stance of our Sponsor, Acteon Shipbuilding Currents, into consideration. We pronounce our cubic parsec a neutral zone. All warlords not in the bad graces of Acteon and ourselves, which is none on our part, are welcome. The same is true for Colonies and Mega Conglomerates. While in essence I do not oppose Unity Starbase and have offered a positive dialogue it should be considered a stretch as to any form of agreeable terms or definitive clarity on the matter.

That said a, from what I can tell so far, positive start has been made of said dialogue. Until such a time that we've had a chance to discuss matter more deeply I will continue to lobby for PACT. Mind that this in no way should oppose any future merger or otherwise mutually beneficial structure.

Matter of fact, many of the issues raised can fairly easily be solved, but I shall not get ahead of myself in this without further discussion.

With the withdrawal of one party has the funding level been decreased slightly with said resources no longer being committed to PACT.

As to the unified response from the 3 Mega Conglomerates I personally find it a sad event but not without a silver lining. If it is their combined effort to see another Major Project arise in the Pel Aurora sector in the form of a Commercial Starbase this is great news!

Should there have been stipulations that were breaking points for any of the Mega Conglomerates in relation to PACT I am more than happy to engage in constructive and positive dialogue. Hereby my open invitation to all of the Mega Conglomerates.

Surely we can all benefit from these developments. Progress lies ahead and we are all looking in the same direction it seems.

All good and fair question. I shall attempt to answer them and I hope you will excuse my redressing your words as to create a numbered list. For the sake of easy address.

1) 40,000 soldiers (a half measure would be acceptable for its' founding)
2) why is it that only four space-faring are deemed the necessary amount to defend such an important outpost? I believe a larger fleet is required. unless the base has defensive equipment that you have neglected to mention in the proposal.

The current provider of market forces and a nominal center of commerce is currently the Nueluzon system in the form of the Human Domain. They hold and maintain a garrison of some 8 maniples (128,000 soldiers) and 14 star ships.

Now I do not profess to that PACT needs to emulate them and I believe I scaled the requirements of military commitment down to proper size. a third of the ground forces and less than a quarter of the Star ships required. On the other side, the Starbase will of course have its own defensive array in the form of Drone Swarms, Force Fields, armor and other weaponry.

These are to act as deterrents and are definitively not the focus of the Project however. A natural balance of forces deployed by the participants also known as Members of Pact will act as a much stronger bond than military might could create, alone.


3) how large of a civilian population is required for this endeavor.

To answer the first question would be challenging but far less than one might expect. Great strides have been made in the fields of automation and whatever population is present will be of the mercantile persuasion before any true ''local'' citizens. That does not take away from the fact that generations will be born on the PACT Starbase and will call it home.

With the gesture already from InTran it would perhaps also feel moved to allow a single Colony Ship through into the Pel Aurora system with as aim to populate the PACT Starbase?

The PACT Starbase would offer habitation, work space and commercial / industrial zoning to companies which will want to house their workforce on the Starbase. This will be a catalyst for demographic expansion. Additionally could all PACT members choose or not, to send populations to the Starbase to develop their own companies and revenue streams.

I myself will be highly motivated to send some 10 to 30 thousand citizens of the Epsilon Izari system to the Starbase for the simple reason that it would be profitable to do so.


4) who and how is this base to support itself with basic necessities?  I assume the E.D.F. funds go to purchasing these essentials, but surely there must be a better way.

Water and Nutrients. Fortunate we live in a time and age where both are no longer spoken of in terms of how much capacity is there but rather how much capacity is desired.

Water is a known, infinite resource. Any of the Ocean world of the Pel Aurora sector could supply whatever water needs are present and on site facilities could recycle infinitely neutralizing demand.

Nutrients is much the same with a few differences. It is true that there are no carbon based resources near or on the Starbase that could be transformed into Nutrients. However, nutrients are mass produced by each of the 4 Mega Conglomerates at virtually no cost. They could all gain from simple trade.

A self-sufficient Starbase like PACT will pay for these foodstuffs via a marginal tax of 5% of all trade revenues. Whatever of this profit is left shall be allocated to the E.D.F. This is one of the Ordinances that I had envisioned but haven't had the time to write down yet.

Colonies that struggle stand to benefit a great deal from the PACT Starbase and associated trade bonus's and passive increase in Sector wide prosperity. Additionally they will be likely investment points for future E.D.F. Proposals. A hefty investment of some ~1500 to 2300 Funds would means a significant chance to see such struggling colonies vastly improved.

• Direct political influence
• A central, close, station to drop off goods reducing Dark Matter costs for travel
• A neutral zone to conduct business
• A platform to voice your opinions and support proposals that will affect the entire sector or to oppose them
• Cheap[er] resources with which to repair your ship and general maintenance

This is by no means exhausted but these are some compelling arguments already I believe. Furthermore would it create more job opportunities for Warlords. From cargo runs, protection runs, escorts, pirate hunting.. which may be attracted to all this trade and more I'm sure.



I hope this alleviates some if not all of the concerns raised. It's good that people raise concern for it sharpens the mind to find proper solutions. Joy it brings particularly when those solutions are ingrained in the original plan already. Should any more questions or concerns be raised I'd be more than happy to answer them.

I am of the opinion that 2,000 soldiers for Colonies in the proposed commitment would not be excessive at all. Colonial security forces easily amount to more than that. The cost of creating 2,000 soldiers are rather small at that, I am certain you could make arrangements with your mega conglomerate should any colony require aid. It is their bond after all to protect and nurture.

As to the 200 funds / turn to be invested in the E.D.F. (Economic Development Fund). True, 200 is too much for colonies, hence the number is 100 funds. Even with LAX tithe it should be manageable for colonies.
