Resolved e1.5.9 won't update even though current main build is e1.6.4

I uninstalled my game, cleared my download cache on Steam and downloaded the game again, but it downloaded e1.5.9 again. I have automatic updates turned on and the game has updated multiple times since I originally bought it in December of 2020.
