You will not be able to block at all, and each mouse control will control one of them, and the systems will be devided, just like when you wield each weapon now, for exemply - you can ready your sword and shoot the pistol/hand xbow and when some get close you can slash them... it's not unbalance, because we all know how easy it is to dodge missiles, and not being able to block really pulls you back.
another suggestion to the normal two sword fighting if it will be implemented, is not being able to block as well, But - the system of weapons colision will be wider so it will be most likly to "block" if you slash the opposite direction the opponent does
While there is historical evidence of warriors going to battle with sword and firearm, they never really dual-wield a gun-and-sword combo, and more importantly, we're talking about a pre-gunpowder battlefield to begin with, so this whole conversation is moot.
Even if we were, however, the best historical examples of such combatants would be boarding pirates of the golden age of piracy, which were hardly regulars of the main line battlefield of the time (which simply attached a bayonet to their musket when they needed to go to melee). They still didn't "dual-wield" pistols, either, as guns took so long to reload that they would simply carry (tied by string around their shoulder) three or so pistols to the frenzied melee of a boarding maneuver, fire them off one-by-one, and drop them before drawing their sword for the melee.
While most people wouldn't carry the gun loaded while in melee (why not just shoot the guy before he gets to melee range, if he is out in the open getting ready to stab you?), it wouldn't be completely beyond the pale of reason to hold back your single shot until melee range. It then becomes a matter of how much programming effort it would be to include this incredibly rare event where you need to be parrying with a sword and firing a gun at the same time against the fact that this would essentially only ever be used in very select few mods, and it just becomes an obvious waste of time for the developers to consider.
