Actually, I just tried this out and it seems to be working fine with the current version of TweakMB.  A couple of things to check:

1. Are you sure you're using Diplomacy 3.3.2?
2. Did you select the Diplomacy 3.3.2 tweak database before loading your module in TweakMB?
3. Are you sure actually had any prisoners to sell?

1. Yes. I'm using the latest Diplomacy 3.3.2 + OSP. I didn't get it to work with regular Diplomacy 3.3.2 either.
2. Yes. Might have neglected selecting the Diplomacy tweak db the first time I saved the tweaks, but have since done it properly to no avail.
3. Yes. I even benefited from tweakMB's option to increase the amount of prisoners per skill point of Prisoner Management at the time. I still don't get an option to sell prisoners to tavern keepers.

Using Vista with Framework 4.0.

Is there a tweak option to increase spawn rate of the ransom broker instead perhaps? Not being able to sell prisoners often for long periods of a time is the most annoying aspect of the game for me and I would very much like to improve the situation.

I'm using tweakMB with the Diplomacy mod. Ransoming prisoners with tavernkeeper does not work. There is no option to sell anything.

What's with the "hatred" towards the fairskinned and blonde nords though? The original texture makes nords look like chemo-therapy patients with no eyebrows. These textures turns fair into fairy (plucked eyebrows for "vikings"?).
