I also tried to reinstall on c drive, didn't work.
A friend of mine downloaded the game today and doesn't have any problems so it's not that the hotfix bugged it for everyone.

edit: i also had the problem before the hotfix

I have the exact same problem (launcher and game showing as in the screenshots in the original post)

I updated my graphics drivers, verified my installation etc.

My specs:
CPU: Intel(R) Core(TM) i7-7700HQ CPU @ 2.80GHz, 2801 Mhz, 4 Core(s), 8 Logical Processor(s)
Gpu: NVIDIA GeForce GTX 1050 Ti
