    They are somehow mixing up the strengths between sieger/besieged... so the bigger the attacker's advantage, the more likely the garrison is to sally.

    Often as you lay siege with a large army, enemy parties will camp nearby waiting for reinforcements.     What I'm saying is that in the main quest Neretzes is called the emperor, and Arenicos was proclaimed the new one basically because he won the race back to the capital with some troops. Arenicos only died shortly before the game start, which is why the empire is in civil war. This contradicts Neretzes' bio.
