More than one player is using your Warband ID. Multiple people can use your ID on LAN servers, but not dedicated as it sources the Tw server checking duplicate ID's.
How, when no one is on my server and it appears only in "Local Area Connection". How do i fix it??
I'm assuming you are using a dedicated server as you are asking in that thread. Furthermore to host a LAN game you just go to "Host Game" not "Join Game" in which you would have to choose "Join Game" to view your server under the LAN server list. If you are hosting the server on your computer it will show on you LAN. By hosting a dedicated server you are joining the official server list and your ID is checked by TW. If anyone on any server is using your ID you will be kicked from a server on the official list whether you are hosting it or not.

Is there a set_server_rules or set_server_gamerules like function? There are the words "Game rules:" after the welcome message. I can't find a reference to it in Mount and Musket.

The in game option "Show Game Rules" will display any text you have after "set_welcome_message".
