Unfortunately none of that work for me. I'm using 3.9.2 anyway not sure if it is a new bug or what. It is so hard to manage the garrison with some units bigger than my party size and I can't change their position at all and they are usually fodders and useless in sieges as first units.
You must be misreading/misunderstanding the above. Because everything
works as written above. I can guarantee it as well

for single unit stack it is doable but i would like to say hire all available prisoner instead of single stack. Sorting garrison with L.ctrl + arrows key does nothing.
As @Jonxx said as well, and as I highlighted that part specifically for you, you have to press the "Give/Take/Hire/Capture" button as well with the above key combinations. But to be sure, here you go then:
Hire all solders is: LEFT CTRL + S + "HIRE" (up until your party size)
Capture all prisoners is: LEFT CTRL + A + "CAPTURE" (up until your prisoner limit)
Give all soldiers to garrison is: RIGHT CTRL + ARROW LEFT + "GIVE" (performed from your party)
Take all soldiers from garrison is: RIGHT CTRL + ARROW RIGHT + "TAKE" (performed from the garrison)
Moving a stack up in the garrison is: ARROW UP + "TAKE"
Moving a stack down in the garrison is: ARROW DOWN + "TAKE"
(And NOT L.CTRL + arrow keys as you said!! I have no idea where you got it from, but in that case, you should really read the description above carefully)
