I would suggest looking at the Romance of the Three Kingdoms series of strategy games(which I have been playing for 20 years) for how empire management, my big thing, could be expanded on.
Here are my thoughts, not sure if they are feasible with the underlying game engine:
1- Personnel Management
-Provide simple stats for lords such as Tactics, Engineering.
-Higher Tactics provides advantages in battle, higher Engineering makes the lord a better builder.
-Pay your lord a bonus(via conversation) to raise their loyalty.
-Fire lords(via conversation).
-Lords with low loyalty could rebel.
-Assign “roles” to lords who have been granted fiefs.
-Roles assigned could be
-“Development” Lord develops the land, prioritize for economic building.
-“Fortification” Lord develops the land stressing military buildings as a priority.
-“Expansion” Lords priority is to raise army to grab more land.
2- Kingdom Management
-More types of buildings
Village Gendarmerie, Town Gendarmerie, District Gendarmerie:
-Creates Patrols so often. For example, Village Gendarmerie creates very small group of “regulators” that patrols around the village.
-Population growth rate:
Is a percent based on food abundance, tax rate, health & building availability.
-Defense buildings:
Effects quality of garrisons.
-Multiple sizes of farms can be built(and upgraded):
- Population needs food.
- Lots of food helps population growth rate.
3- Diplomacy:
More diplomatic options:
-Peace with terms(not just money).
-Gifting other nations.
-Allowing trade(or not).
