    Yes tactic and leadership counts only for the party leader. Steward count for the Quartermaster (i test this), engineering should count for the engineer but it doesnt worked by all my sieges (i think its broken).

    Update: if the companion join your party, the skills are activated. But as govenor, the skills have no effect.

    For tactic: you can set up a new party with one companion as leader.
    For trade: set up caravans with one companion as leader.
    for Smith: i doesnt know.

    You can give your companions roles in your clan. After this, they leveling the required skills.
