Invading englaland impossible to complete?

Hello everyone,  I wanna know if being unable to complete invading englaland prevents me from finishing the story(saw in a playthrough that it leads to no mission). In my save the fleet would never go off the map and the quest would never complete after fleeing, now the fleet is on some river, close to land, waiting and if I interact with it the mission replays up until the captain's meeting which I can't go through as it bring me back to the "go into captain meeting" after clicking to go again and again.

sounds like a bug. If you are playing the vanilla game (no mods, tweaks or cheats) then post in the support section (including all your info).
