I don't think Taleworlds has ever said either of those things. One often sees forumites write things along the lines of "we've been waiting since 2012", which is correct in so far as the game was officially announced in that year, and so most people only knew about it from that point. But it has never been a secret here that the game was in development before then, something Taleworlds acknowledged in 2011 after some images of the game and people working on it were inadvertently released into the public domain.
On the forums it is never corrected as far I have seen and the media also often cites 2012 as the beginning of development after interviews with developers, at some point you have to reckon it's what they're being told. Here are just some recent examples: 1: Bannerlord is choosing early access after eight years of development, 2: Taleworlds doesn’t plan for the game to spend another eight years unfinished.

That is unless TW gets financial compensation for game development from the Turkish government, then never releasing it is potentially very worth while for them... but they say they don't, then again they also say that development began in 2012, which is a lie... And in Turkey, at least as far as the government is concerned lying and gas-lighting are business as usual, not exactly the greatest of examples for it's enterprises to follow.

Well, I think it is not a speculation that while Callum wrote these answers, he was angry at the idea of TW getting sufficent fund from Turkish government to get going for a decade game development.
I said 'potentially', and Turkey is a place where the leader is very much an individual that can simply delegate an incredulous amounts of money to pet projects if he deems it so and no one would dare question him even it was a bad decision for all involved. It is not impossible to conceive that he or some other government crony might do so for Turkey's most well known tech export in a country that heavily lags behind in anything tech related. Strongmen can't afford to appear weak.

I really wish people would stop with this ridiculous notion that a government subsidy would allow them to make a profit rather than release. Can we have a link as to how much this subsidy is? If it's the case you are suggesting it'll be the biggest in history.
You cut off the end of that quote of mine which stated: but they say they don't. Making a video game is incredibly expensive, the question is how indeed are they funding the game's development without having released a game under their own steam in a decade save for two glorified mods they out-sourced of a game they released said decade prior.

Also there is some evidence here that they potentially do receive something despite their refusals; as you can see in that link a TaleWorlds executive is actually the head of the board of directors for the Game developers association of Turkey. 'TOGED' for short, is a group that helps Turkish game companies get proper support and funding from the government... I don't exactly recall too many gaming studios in Turkey, I wonder who they're talking about.

...perfection chasing? Did you see the first MB? I don't think the pursuit of perfection is holding them up.
If you read the blogs and interviews with developers they themselves mention re-doing things over and over, just one recent example by Armagan at Gamescom: "We are now using third user interface, this one is become too beatiful. We first start it and later said "things aren't going (well)". Then we passed into a new system and also deadlocked there. If we don't see what we want eventhough how painful it is, it is truer to cut it and redo a proper one."

The leveling/skill system was also reportedly fully fleshed out and scrapped 3 different times, the effort and time put into castle-building/village management just to be redacted, a console port attempt for release they gave up on, certain multiplayer functionality invested in then dropped, DirectX9 being the primary API the game was made to use which is now no long even planned to be supported on release and so on and so forth.

On some level this happens with every game's production but it typically just never hits the public sphere, the fact that it has here and that the game's production took 10 years it is obvious that this is a very real problem for them and these are just the tip of the iceberg.

Yes that's very possible. People dont understand how hard and timeconsuming it is to make a new engine for a game.
The only issue here is how many animations, sounds and other things appear to be copy-pasted from Warband, spear animations, running animations, enemy screams, etc, etc. It's just an updated version of their old engine, it has not been made from scratch, nothing to justify a 10 year development span.

yes exactly. How can they say it's an updated version of Warband!?
Also it's only been in development for 8 years, not 10.
