As far as I am concerned, only the French need to support the first two points for us to consider them agreed. Then I suggest we initiate the action post-haste.

The delegation from Austria-Hungary is ignorant to conflate these two matters. One is a newly formed Empire, intent on ruthless expansion and domination of foreign powers by means of force; the other is a multi-ethnic State, mixed with democratic and noble ideals, intent on the unification of a people who have been forcefully separated-- against their wills.

The NGC's armies will not go on the offensive into Austria, or France, as long as the Unity of the German people is recognized. Even if we are attacked we will only fight on land that is German. We urge the power of Europe to acknowledge that this conflict is multi-leveled and the capitulation of the NGC by a coalition force will not end any bloodshed. The people of Germany will carry their own destiny forward even without a formal German state.

You understand that your self-professed goal is to annex them, even if you had to 'drive Germany into the ground' to do it? How can you by any means call yourself a defender or representative of the German people when you're undertaking wholesale slaughter against them? There is no intention to partition the NGC - we're seeking a diplomatic solution. You and your forces return home, the South Germans return to theirs, and you respect the international borders.

The French Empire supports the first two measures. The third could be considered as a last resort, but more bloodshed is not what an embattled nation requires right now.

The Ottoman Federated States would commit warships as part of a coalition to securing waterways for the safe passage of commercial vessels. With regard to Spain itself we will leave it's fate to the decision of European powers.

Bravo, that's settled then. I nominate the French to lead the blockade between Barcelona and Malaga, while the British lead between Gibraltar and Bilbao.

Feel free to settle the details of who allocates how many troops, ships, supplies, etc., and to where, between yourselves as in-depth as you like, but overall the Conference would consider the issue successfully mediated! Everyone participating will get a prestige boost for the success, so long as everyone holds to their commitments and allocate enough vessels and resources to the approved measures in their orders! Good work team! 

Now, you have about half a week to bring the South Germany problem to a diplomatic conclusion! This may be the hottest issue in Europe at the moment, so as difficult as it may be to reach a positive conclusion, stability in Europe is on the line! Do what you can, ladies and gentlemen!

Well, I would consider the unanimity of the international community in regards to the situation in Spain a resounding success, since it's the most pressing to the world at large. A shame about the German War, but a certain someone apparently felt no need to negotiate beyond lip service.

I guess we can declare the conference a minor success, resolving Spain while making no progress on other issues.
