    At the behest of the Russian Empire and Tsar Alexander III, we have been called together in the name of peace to avert the coming clouds of war that threateningly loom on the horizon. Not for decades have tensions been so high on our fair continent, and by the exhortations of priests, preachers, and pacifists across Europe and the honorable initiative of Alexander III who has earned his title "the Peacemaker" with his admirable efforts to maintain the tranquility between nations in the past, we are now brought to convene over the flashpoints which threaten to blow the European powderkeg.

    RULES FOR THE CONFERENCE:

    The terms and rules of the Conference, which as of yet requires a host to begin officially, are repeated from the original proposal below:

    The terms of this Conference are entirely voluntary: To begin, it should require the sponsorship of the Conference by at least one Great Power for it to be held, otherwise the proposed pacifist conference can be safely ignored. The Conference's attentions regard only conflicts of interest in Europe: flashpoints or current conflicts in America, Africa, or the Orient do not fall within the bounds of this meeting. The content of discussion, and hopefully, mediation, whether focused on Southern Germany, Schleswig-Holstein, Finland, Spain, or the Balkans or elsewhere is dependent on submission of the issue to international mediation by at least one concerned nation, and be agreed to arbitration by all concerned parties. Ultimately, the rulings of the Conference are non-binding: enforcement of the negotiations and terms will be dependent on the volitional commitment of the players involved whether to back up decisions of the Conference by force to keep the peace, if necessary.

    Finally, the question of where the Conference will be held shall have to be decided. Venice was initially floated by the private citizens and organizers of the proposal, but the host nation and city is in the hands of the sovereign participants in the Conference. Whomsoever submits a venue for the Conference will have it confirmed by vote, and it is they who will bear the prestige, or the disgrace, of securing the peace in Europe or seeing it plunge into open war.

    May Gracious God see the fruits of peace preserved and avert the terrible harvests of war. Europe now straddles the edge of a knife; one careless move, and Western civilization may be thrust into a conflict the likes of which have not been seen since the days of Napoleon I the Great and the fires of the French revolution.

    The first step is to decide where the negotiations shall take place: the host will receive either a large sum of prestige for each crisis successfully resolved, or a large reduction should the Conference fail, presenting both risk and reward and a keen interest by the host to organize the proceedings to make sure they succeed. The host will be chosen based on whoever has the most votes in their favor by SEPTEMBER 8TH.

    Negotiations may begin officially after the Host is chosen, but players may propose Crises for negotiation and attain the requisite support to put it to International Mediation in the meantime. Again, the decisions reached by this conference are to serve as warnings to rogue states and to settle arguments between nations amicably by publicly moderated diplomacy, but enforcement of these decisions is in the hands of the international community to impose, and are ultimately non-binding. We hope the leaders of the West will see the good sense in preserving the peace, and resolving their differences at the table of diplomacy, and not the field of battle.

The Scandinavian Union nominates Belgium to host the conference.

We support the mediation of the Spanish issue, and we propose the mediation of these conflicts as well;

The Dispute over Schleswig-Holstein
The Dispute over Finland
The Dispute over the southern German states

Also thinks Belgium or Italy would both be good hosts.
 
France should not host the conflict. They have a clear geopolitical stake in the European theater, and allowing them to host would be a conflict of interest.

Germany sponsors Italy as the host.
 
The Scandinavian Union changes it's nomination from Belgium to France. We still support Belgium as the host, but since no other party seems to care for the neutrality of the host country, we give in.

We also do not consider Italy to be neutral, as they have clear ties to countries involved.
 
France will certainly guarantee safe diplomatic passage to any foreign emissary or functionary within her borders on official business, regardless of diplomatic state, within reason. This obviously would not apply to rogue nations, for example, but to bestow that status upon an entity would of course require a ruling of the conference.

Of course, given that the North German Federation has decided to blatantly fabricate 'incidents', we would be concerned that they would stage some form of disaster in an attempt to blame France.
 
As Italy is neutral and has no present stake or alliance in any of the proposed conflicts for discussion, the Ottoman Federated States support Italy as a host for the conference.
 
THE HOST IS SET:
FRANCE SHALL HOST THE CONFERENCE OF EUROPE

The Ottoman Empire has switched its nomination for host to France, and to confirm the majority the Austro-Hungarian Empire has submitted their vote in favor. Emperor Napoleon IV has accepted the nomination, with honor, and the Conference shall be held in Évry, France. A small, unassuming suburb of Paris, it was chosen by the Emperor for its relative remoteness from the traffic and bustle of central Paris, and as a measure of personal fondness for the town from his incognito tour of the city's arondissements and industrial suburbs. It has since been transformed to receive the massive influx of important diplomatic envoys destined for the venue of Europe's most important international conference in at least a decade; some noting the renovations, some noting the still wet plaster, some noting its rustic charm, others the sound of the Ateliers de Petit-Bourg factory but a mile away. Nonetheless, working-class associations of this seemingly odd choice for a Conference will perhaps have their part to play in the negotiations to come, with the Madrid Commune slated among many issues to be resolved for the good of peace in Europe. Prestige lays on the line for every participant and European onlooker to see the Approved Issues resolved to a successful diplomatic conclusion, none more than the new host of the Concert of Europe. We pray God will bless Évry, and make its name famous as the place where the peace of Europe was restored; or the scourge of war unleashed.

Of last note among the increasingly crowded pages of newspapers, but amidst deliberations to decide the host city for the Conference while in Brest, the Emperor and his Cabinet were interrupted by a dull boom resounding from the harbor. It seems an older, aging Ironclad had an incident in the ship's magazine, causing the poor vessel to explode at dock, with thankfully light loss of life as most sailors were on duty for a parade for the presence of the Emperor. A most unfortunate incident, to be sure.



With the Host City chosen, we shall consider the deliberations in full swing. Contact pertinent nations required for the joint submission of geopolitical issues to the Conference, gain supporters, argue for your cause, and do everything in your power to preserve the peace. Discussion in the Conference is to be limited to proposal or support for issues pending approval, and pertinent discussion/negotiation of jointly Approved Issues. Non-European nations can participate as Observers, but will have no say in the ultimate decisions of the Conference. As of now, the Conference has until the end of the Order phase to be complete. There is still time, and extensions will be considered if necessary. Peace in Europe lays in your hands, ladies and gentlemen. Do what you can, before it is too late.

The Spanish Revolution Has Been ACCEPTED for Mediation

Russia, Scandinavia, France, and finally Belgium have submitted and approved the issue of the Spanish Revolution to Mediation in the Conference of Paris-Évry.

It will be up to these nations and the participants of the Conference to see the long-neglected and festering problem in the Iberian Peninsula brought to resolution, which has recently flared into an international issue with the breakout of the Belgo-Spanish War in the colonies and at sea. With the government of the Madrid Commune as of yet unrecognized by any state, it has not yet been invited to the Conference, yet it remains in the hands of the gathered nations to see the issue resolved by peace; or else see the fires of revolution fed by blood in spread or repression by arms.

Negotiating a Peaceful Resolution is now in your hands, and the prestige of the committed parties on the line.
 
Germany supports mediation over the conflict in Southern Germany.

Germany also denies the need for mediation over Schleswig-Holstein. While this issue is surely related to the South German conflict by virtue of Schleswig-Holstein being under German dominion; we see no reason to admit the jingoist yearnings of the young Scandinavia. This is clearly an unjustified attempt to seize German land in the midst of a crisis.
