Why not add new Factions?

I do not know if anyone have asked about, because i googled and found nothing, but why we do not ask for Tales Worlds add new Factions like: Ottoman Empire, Spain, Portugal, the Pope State? All of them have a significant participation in the Napoleonic Wars!
