Not receiving equipment on promotion

Hi, I'm playing the Floris mod and I added the arquebuses and bullets in the items list to some troops. When I promote as a freelancer to that soldier, though, I don't get the arquebus or bullets. I've also set the weapons to be merchandise, and they haven't shown up in shops yet.

From what I have seen Freelancer sometimes does not give you all the weapons for that troop, especially if you don't have sufficient proficiency or if you have a superior weapon in your inventory.  I would have to delve into the code to see whether this could be fixed.  I know that the developers at Floris have made some improvements to the Freelancer system.
