I've duelled with Kira before on Ludus; given that, I know the level they are at so if they exceed my expectations by a large margin they would be subject to the necessary arrangements to discern if they are a cheating player.

I know that RD only registered on the forums to post his screenshot, so it's possible they registered only for the tournament. If you feel more should be done you are welcome to suggest something.
