Of course, EU players are encouraged to join/form teams.
I can't speak for all admins, nor can I make any definitive statements yet, but I'm assuming EU teams would be allowed to play on the best server possible (east coast), and if the situation were to arise, two EU teams would be allowed to play on EU servers.
