Smugglers

Hello,

First of all, let me say that I enjoy playing Caribbean very much

I have a question about Smugglers. I have fought them a few times and it seemed that there were a lot of them around, until I accepted the quest where you have to hunt them down. I found one and attacked them, but after that: no more smugglers. I have crossed the entire map searching for them but they are nowhere to be found.

I had accepted the same quest from all four nations, so I thought that could be the problem, so I cancelled one of them. But still no smugglers...

Where can I find them?

They spawn randomly, I have also accepted the same amount as you and have had no problems hunting them down.
