dunno if it has been told on the forum yet but i cant anything that lets me give fiefs to my lords and i cant imagine it isnt in the game (i know you can give fiefs by taking  a castle but how do you give fiefs to lords afterwards). so please if you know the answer let me know
If it's not owned by anyone, you should talk to your minister, although if I remember correctly there is a bug(?) where the minister has to be your companion or wife for this to work.

keep in mind that having a minister that likes you (+50) helps with taxes

You need high persuasion and charisma,
After that it's completely up to chance

 in battle is there a way to change the units melee weapon? ex a brition nobel has 3 weapon slots, once they use there javilins they will melee with their spears, but I want them to use their axes. I want to be able to change what melee weapon they use.

weapons are selected based on type of formation (like shield wall), the weapons stats, the context (siege, on a horse, on a boat, etc), and so on. If you want to change things further you will need to look at modding, which allows you to rebalance/chance anything to your liking

so if im doing a land battle what formation would I need to choose to have my units switch from a spear to a sword or such?

Shield wall, put swords/axes up front and spears in rear.

P.S. for more fun in the shield wall. After you’ve got a good defensive formation saved. Go to mod options and check enemy always charges. It’s more fun imho

I know religious relations affect kingdom disposition over time, do we know what effect relations with commoners and outlaws have on game play? It there any point to managing these values?

That doesn't actually answer my question. The game tracks several values for commoner relations, sea warrior relations, outlaw relations, but doesn't actually specify what impact these values have.
