Bandit problem

My problem is connected with banditry in fictional North America. Normally, you have several types of bandits there. Problem is, it's really hard for me to find them. Sometimes I find Canadian bandits, sometimes deserters, but mostly I fight with outlaws in villages. And here's my question. Where can I find bandits layers, which is pretty much finding bandits?

They should be mostly near hideouts, I believe there are a couple of them near Washington DC.

Yes. The bandits hang out on K st. in DC and Wall St. in New York.
