Rules and Regulations
(WiP)



§ 1 Behaviour Rules
1.1 Players should respect both the letter and within the spirit of the rules. The responsibility for ensuring that this happens lies not with one individual - it involves captains, players and referees.
It is through discipline, control and mutual respect that the Spirit of the Game flourishes and these are the qualities which forge the fellowship and sense of fair play essential to the Game’s ongoing success and survival.
1.2 Players should be respectful and polite to their opponents. If one player does not like what another player is saying then they are advised to mute them. The administrators reserve the right to take action where they deem necessary due to a player’s poor attitude or rudeness. Captains are required to act in a manner that their correspondents would consider amenable and pleasant.
1.3 On NC servers, streams and forum players are advised they should refrain from using language that is obscene, foul, vulgar, insulting, threatening, abusive, libellous, slanderous, defamatory or otherwise offensive or objectionable; or promote or incite hatred or discriminatory conduct.
1.4 Any team that uses, incites or benefits from disruption to the matches, practice sessions or organisation of other teams will face disciplinary action at the admins discretion, up to and including disqualification from the tournament.
1.5 Modifying texture files in order to gain an advantage is strictly prohibited (with the exception of modified crosshairs). Any player or team that is found to have modified textures in order to gain an advantage will immediately face severe punishment, up to and including a ban from the tournament, at the admins' discretion.
1.6 Players that attempt to utilise any kind of autoblock, aimbot or any other game modification that gives them an advantage will be immediately banned from the tournament.
1.7 Should admins receive repeated complaints about a team wasting time, the team will be investigated and could face punishment. This includes waiting for lengthy times between sets and map swaps, being extremely difficult to schedule with and other problems.


§ 2 Team Regulations
2.1 Team signups open 1st of January. The deadline for team submissions (minimum 10 players with IDs) is the 22nd of January.
2.2 Teams should consist of players from one nation; however, alliances may be permitted following an appeal to the admins.  A country may be in only one alliance but an alliance may include more than one country.  Permitted alliances for this NC are listed in Appendix A.
2.3 Each team should consist of a minimum of 10 players (no maximum cap). Matches will be 8 vs 8.
2.4 Since this is a nations cup, and not a clan competition, teams should include members from different clans, or no clan. In some cases, where the majority of players from a country are in the same clan, it's understandable that complying with this rule might not be possible.
2.5 Participants are expected to play for their home nation, within the following constraints:

[*]Players who have participated before must play for the same nation as previously.
[*]Players who have somehow participated for more than one team previously must play for the first nation they represented (since this is a new rule this may be varied on appeal to the admins).
[*]If the team for whom a player previously participated is not entered into the NC that player may request an alliance.
[*]If a team fields a player that is not eligible to play for them they may face sanctions up to and including forfeiting any rounds in which that player participated. [/list]
2.6 After the deadline, teams that wish to add players to their roster must do so using the Team Information thread. There is no limit on additions to the roster.
2.7 A captain's role is largely administrative: picking the team; organising the team; arranging matches and handling disputes.
2.8 Should a player not be on a roster and play for a team, then the player will be treated as a member of that team and will be added to their roster.
2.9 It is strictly prohibited for a player to play for more than one team at any given point during the tournament. If a player is found to play for more than one team then that player will be banned for the remainder of the tournament and, depending on the stage of the tournament, the punishment for the team will go as follows:
  • Group Stage: 3 points are deducted.
  • Post Group Stage: disqualification.
If a contravention of this rule is discovered during or after the final stages of the tournament further sanctions may be applied at the discretion of the admins


§ 3 Tournament Rules
3.1 Team captains and vice-captains will receive administrator rights through an ID system (like the one used in WNL).  The tournament administration reserves the right to refuse or remove administrator rights if a team has sufficient admins or the players is deemed to be unsuitable.
3.2 The Nations Cup consists of a group stage followed by a single elimination bracket.  The winner of the final will be titled "Nations Cup Champions".
3.3 The groups will be determined during a Draw Night Special. Teams competing will be put into different pots, depending on their seeding. A team from each pot will fill a group, meaning that teams will not be fighting the other teams in their pot until the knockout stage. The selection will be done using a random number generator and each selection will be announced individually. The order of proceedings will begin with pot 1 and work our way upwards to pot 4.
3.4 Factions and maps will be determined using a random number generator and they will all be selected in advance. Each of the fixtures will contain one open map and one closed map from the map list shown in here
3.5 The group phase will consist of a round robin in which each Team shall play each other Team within the group once. There will be 10 Matches played in each group, for a total of 40 Matches in the group phase of the Tournament.
The following number of Match points will be awarded for each group phase Match:
Win 3 points
Draw 1 point
Loss 0 points
No Match points will be awarded to a Team which has been expelled from the Tournament, refuses to play a Match or abandons a Match in progress, without direction from referee or the tournament Admin, subject always to the provisions of the Rules. Should this occur, the opponent in that Match shall be awarded a win and, therefore, three Match points and 16 rounds.
Where a Team is expelled from the Tournament, it shall forfeit all Match points previously awarded and its opponents in each Match previously played shall be awarded three Match points (which shall replace any Match points previously awarded from the particular Match) and 16 rounds. All points scored for and against in these Matches shall be discounted in the official group rankings and Team records used for Tournament purposes
3.6 At the completion of the pool phase, the Teams in a pool are ranked one through five based on their cumulative Match points, and identified respectively as winner, runner-up, third, fourth and fifth.
If at the completion of the pool phase two or more Teams are level on Match points, then the following criteria shall be used in the following order until one of the Teams can be determined as the higher ranked:

[*]The Team which has the best difference between points scored for and points scored against in all its pool Matches shall be the higher ranked;
[*]The Team which has scored most points in all its pool Matches shall be the higher ranked;
[*]The Team which has the least rounds scored against it in all its pool Matches shall be the higher ranked;
[*]Should the tie still be unresolved after these steps the teams must play again to determine the outcome of the group.

3.7 The first two Teams in each pool will progress to the quarter-final round, which will be contested by knock out Matches. The quarter-final Matches will be determined as follows:

Teams winning quarter-final Matches qualify for the semi-finals and Teams losing quarter-final Matches will be eliminated from the Tournament.
3.8 The semi-final Matches will be contested by knock out Matches, as follows:

The winners of the semi-final Matches qualify for the Final, and the losers of the semi-final Matches will contest the Bronze Final.


§ 4 Match Rules
4.1 Combat Speed: Medium, Friendly Fire: 100%, Round Time: 240 seconds, Game Type: Battle, Re-spawn time: 8 sec, Gold: All set to 100%, Camera: team member’s view, forced MoF spawn on 2 minutes.
4.2 Every match will be 16 rounds long and will have 2 maps. For each map 8 rounds will be played. After 4 rounds, spawns and factions will be switched.
In the event of a home/away system being in place, the advised system to use is a 4-4-4-4 system; this would mean that Team A plays four rounds on an away server as the map 'defenders' (second spawn), then plays four rounds on a home server as the map 'attackers' (first spawn), then plays four rounds on an away server as the next map's 'defenders' and finally plays four more rounds on a home server as the map's 'attackers'. If both teams agree, they may play the sets in a different order.
4.3 Tied Matches will be considered as a draw in the pool phase and no winner determined by additional rules. This means that each Team is awarded one Match point for the drawn Match
For quarter-finals, semi-finals, Bronze Final and the Final, if Teams are tied at full time, then the winner shall be determined by the following sequential criteria;

[*]In case of home/away (e.g USA vs UK) the map will be played for 3 rounds on the NA server and then the same set up will be played on a Euro server. The winner will be determined by total rounds won.
[*]Should this still be a draw, teams will play sets of 3 rounds on alternate servers until one team is ahead after a set of 6 rounds, this stage of the tiebreaker may be rescheduled should either of the teams wish to do so.  However, the match must be completed before the set date.

[*]Spectators are allowed by default. However, if one team requests to have no spectators their request must be granted and all spectators have to leave the server. Should a player refuse to leave the server, documented by footage, for example, he will be suspended for one official match. 4.4.3 and 4.4.4 are excluded from this rule.
[*]Spectating the match by joining a team after the spawning period is not allowed at any given point. If a player is found spectating by joining a team, documented by footage for example, he will be suspended for one match.
[*]Tournament administrators do not need to get permission to spectate a game.
[*]Referees and Streamers do not need to get permission to spectate a game, but they have to notify the relevant teams before joining.

4.5 Due to scheduling constraints and the paucity of servers, you have 20 minutes to gather your players on a server and begin the match. Teams are not obliged to wait more than 5 minutes between maps and 3 minutes between sets. If a team fails to turn up to the server 20 minutes after the scheduled match time then the team present may leave the server and be awarded a default win.
4.6 If a team wishes to claim a default win then they must do so as soon as possible. It is not acceptable to wait several hours or days. If your opponent fails to turn up after 20 minutes then you should immediately contact an admin via Steam, via Taleworlds private message or post a screenshot in the acceptable thread (the weekly fixtures thread for that week). Failure to do so jeopardises a team's right to a default win.
4.7 Team size is 8 vs 8. If one team can only field 7 players the match must be played and the other team is expected to continue with 8 players. If both teams field only 7 players the match must continue or be rescheduled. If one team fields 6 or fewer players that team forfeits the match unless the opposing team agrees to reschedule. If a team fails to turnup or can field only 6 or fewer players during the group stage that match will be recorded as al loss for them with -16 rounds, during the knockout stage it will be a loss unless both teams have 6 or fewer players in which case the match should be rescheduled.
4.8 Substitutions may take place at any point during the match. The equipment dropped by a substituted player must not be picked up by any other player on the team. If a team starts a set with 6 or fewer players they are deemed to have lost all subsequent rounds. If a team starts a round with 9 or more players they are deemed to have lost that round.
4.9 All matches must be played on dedicated "NC_" servers, unless the Tournament Admins advise otherwise.

[*] Servers outside of the EU may be permitted, for matches involving American teams. For these teams, an event admin will be on hand to decide which servers are used, on a case by case basis. A potential match between an American team and a Turkish, Georgian or Russian team will likely have to take place on a server in France or at best the United Kingdom. It's doubly important in this case that teams make sure they have checked out the server they plan to use beforehand.
