Leveling up doesn't give attribute points?

Are attributes fixed at character creation?  I don't seem to be able to increase attribute stats as I level.

Also the skill max seems to be at 1/2 of attribute level instead of 1/3... is this deliberate?  If so, the in-game hover text needs to be fixed, it still says 1/3.

1 attribute point each 5 level and 2 skills points each level.

You will have to choose more carefully now and benefit more than the skills of your companions  .
