Because other flags are already owned by other historical persons =)
In native banners are assigned to lords randomly, and when you choose banner, you may steal a lord's banner.
In our mod many lords bear their historical banners, so we decided to complete remove stealing banners feature. 
You can choose a somewhat fictional banner.

The only way to do it is by altering the corresponding banner files.
