How do you recurit the highlanders?

Depends on the mod.  If you are talking about Age of Black powder, RoR, then you just advance up the chain for highlanders.  This goes for the same in Napoleonic troops and all other mods of that area. 

I think you get highlanders from officers in towns in 1805, if they are even in the mod.
